Create documentation on how to configure Renovate

Create docs around configuration of Renovate with examples. This should include at a minimum:

• How to deploy the renovate chart (leveraging the 2.0 packages field/value)
• Handling scheduling in the chart
• Configuring the chart with auth/repo list (https://docs.renovatebot.com/self-hosted-configuration)
• Example config for someone using the customer template. The example config should automate the updates to both Big Bang and individual package tags (git/oci).

Recommend utilizing the docs that Big Bang currently has as a starting point and borrow/modify as needed: https://repo1.dso.mil/big-bang/pipeline-templates/renovate-runner/-/blob/main/BigBang.md

This doc should live in the Big Bang repo, potentially under guides?
