BUG: Gitlab railsSecret not being passed to the gitlab helm chart properly

Description

The new addons.gitlab.railsSecret isn't being used by the downstream Gitlab helm chart because the Gitlab helm chart expects a value of global.railsSecrets and we were supplying it at gitlab.railsSecret
