Move Atlassian Tools to Sandbox

Since IronBank has conditional approvals for these images, we should move them to sandbox to identify that they do not meet the full requirements of BigBang.

IF we include these in BigBang releases, they should not be in the addons region of the values file, but a new sandbox region that clearly showcases that the components are not ready.
