Flux installation references a manifest that doesn't exist

kubectl apply -f https://repo1.dso.mil/big-bang/bigbang/-/raw/master/scripts/deploy/flux.yamlIt's not clear to me what this is referencing - maybe it should be a kubectl apply -k of the kustomization?
