Describe the problem, what were you doing when you noticed the bug? BBv1.0 & v1.1.1 is missing minio repo in repositories.tar.gz flux can't sync to missing repo.

Provide any steps possible used to reproduce the error (ideally in an isolated fashion). Airgap deployment
