Describe the problem, what were you doing when you noticed the bug? BB 1.1.1 is missing gitlab-runner imag

Provide any steps possible used to reproduce the error (ideally in an isolated fashion). Trying to run gitlab and gitlab running in our UC2S environment and getting an error that states it was unable to find the gitlab-runner:13.2.2 image.
