Create Pipelines To Test FIPS-Enabled Tetrate Istio Enterprise

Why

Issue #1922 (closed) identified errors when installing the Enterprise version of Tetrate istio.

By default, our BigBang test pipelines do not enable the enterprise capabilities of Tetrate Istio. We should provide an automated means/pipeline to verify the enterprise version of Istio and FIPS-enabled packages work as expected.
