Add Loki Cluster tags to Monitoring if Loki is enabled

Feature Request

When we enabled Loki on our platform, it expects a "cluster" label added to prometheus metrics so that it can self-monitor.

We need to conditionally add these labels if Loki is enabled to properly allow the Loki dashboards to populate.
