Remove Shared Authorization Policies - Pipelines & Infrastructure

Check through all Pipelines & Infrastructure owned packages and remove the shared authorization policies that got moved to the istio-system namespace in this issue.

At this same time remove all references to Values.istio.hardened in tests/test-values.yaml as they can't run in the package pipelines.

At this same time update the doc at /docs/IstioHardened.md as mentioned in the epic.
