Update vault test-values

Description

Vault fails to startup using current test-values. Server config values are not mapped properly leading to the following error

│ vault Error parsing Seal configuration: error fetching AWS KMS wrapping key information: NoCredentialProviders: no valid providers in chain. Deprecated.                                                                                                          │

Provide any steps possible used to reproduce the error (ideally in an isolated fashion).
