SPIKE: Migrating to OpenTofu

Investigate/test moving to OpenTofu.

Currently, we are utilizing Terragrunt for deployments of production clusters. The increased complexity of Terragrunt is not worth the benefits it grants given the minimal utilization we currently implement. OpenTofu should be a simple drop in replacement for Terraform and we will have more up to date resources than we would have with Terraform and no licensing requirements like we would with Terraform's switch to the BSL model.

Acceptance Criteria:

• Identify any concerns with moving to OpenTofu
• Recommend moving to OpenTofu or decoupling Terragrunt
