Create Infrastructure Testing Project

As we refactor the Terraform, it shows that it would be greatly useful to have a project to test cluster updates. For example, a seemingly simple AMI upgrade could significantly harm the cluster if the upgrade goes in an unexpected way. We should create a deployment project that uses the new terraform modules project and simulates a dogfood/production deployment. Then we can test new AMI/k8s changes in this cluster without harming any production use.
