Gateway Add Tetrate Enterprise Capability

This Issue tracks the integration of Tetrate FIPs enabled images for the Gateway package

Acceptance Criteria:

• [ ] Add enterprise boolean to the gateway values.yaml
• [ ] Add Tetrate image distro values keys for tidHub and tidTag
• Make necessary templating changes for pods to pull the tetrate images. This is handled at the Istiod package. The image and tag get injected via a mutating webhook.
• Validate that the enterprise boolean in the Istiod package enables the image pulls tetrate images.
