Create Issues for each Internal Database

For each instance in #2323 (closed) create a new issue to do the following:

• Identify the conditions necessary to enable/disable the instance
• Add a warning to the BB helm notes based on those conditions (existing example)
• Include a link to documentation on how to remedy the issue
• Include the preamble
• Validate that the message shows up when helm install/upgrade with those conditions
