New gitlab repository request for hosting homebrew tools under https://repo1.dso.mil/big-bang

Background

bbctl 1.0 release need: big-bang/product/packages/bbctl#130 (closed)

Option A - one repo, slightly messy UX, lower maintenance burden

• A single public repository named homebrew-tools
  • includes a formula for bbctl, which is public
  • 🔒 also includes formulae for some of our private tools like gogru, even though not everyone will be able to install them due to repo1 access permissions

Option B - more repos, cleaner UX, more maintenance burden

• One repo named homebrew-tools-public that contains bbctl to start with and reserves room for future public-facing bigbang installables
• A second repo named homebrew-tools-private that contains gogru, bigbang-bot, and other internal-only tools
