Enforce the use of MetalLB for testing

There are currently options for creating a cluster and testing Big Bang packages. We want to reduce the number of options and enforce that people use MetalLB for creating and testing their clusters because that is what the Big Bang pipelines use, and will give people and apples to apples comparison of how pipelines will be tested.
