Create Automation or Manual Steps for Deletion of Old Alloy Namespace

Alloy is being migrated to it's own alloy namespace from monitoring namespace (see issue). To ensure a smooth big bang uprade, there needs to be either manual or automated steps that will clean up the old alloy resources in the monitoring namespace
