SPIKE: Investigate ambient istio enablement on EKS

Motivation

At cohort with members of the IB team, it was discussed that EKS is fundamentally incompatible with istio in ambient mode due to the nature of the EKS control plane being external to the cluster.

Acceptance Criteria

• Ambient istio must be deployed to an EKS cluster and tested to determine viability
• Results must be commented back to this issue
• Any roadblocks or issues encountered must be commented back to this issue with resolutions (or links to existing documentation/resolutions) if they are found
