Remove istio-operator and istio-controlplane packages from BB

• Remove istio-operator package from BB
• Remove istio-controlplane package from BB
• remove beta status from new Istio packages: istio-crds, istiod, & istio-gateway
• update https://repo1.dso.mil/big-bang/bigbang/-/blob/master/docs/packages.md
