Update Minimum Hardware Requirements Spreadsheet to include Vault

As apart of graduated project requirements all graduated projects must have the required documentation

vault is currently missing from the minimum-hardware-requirements sheet, but is under the graduated subfolder in TOC, but with a maturitylevel: Incubating (Source)
