High CPU requests for Flux

Currently, each component of flux requests 1 vCPU for each component. This forces the default size of the cluster to increase from a t3a.xl to using a 4xl type to spin up the Big Bang quickstart here: https://repo1.dso.mil/platform-one/quick-start/big-bang . Requests need revised to be closer to the actual needs of flux.
