Remove Gatekeeper from BB umbrella

Why

Remove Gatekeeper from BB umbrella. We're not furthering the Gatekeeper integration with Big Bang. Users can still deploy gatekeeper and it will remain in maintenance as a bb package.

Proposed Solution

Remove Gatekeeper from BB umbrella. Remove templates and remove it from the values.yaml file
