Set bbctl helmrelease to deploy only if monitoring is also enabled

Update the HelmRelase for bbctl so that it only runs when monitoring is also enabled, this will reduce errors in pipelines as well as reduce downstream confusion when attempting to deploy bbctl which depends on the monitoring namespace
