monitoring issues on arm64

There appear to be some issues with deploying the BB 3.0.0 monitoring stack (72.2.0-bb.3) on arm64 EKS clusters. I'm specifically seeing the 'kube-admission-create' job fail due to the istio-init sidecar throwing the error

I'm having no issues deploying to amd64 clusters.
