SPIKE: Define Big Bang Core

Feature Request

Define what "Core" is. Propose a name for it, it can stay core if that's the best option. This should be at least a list of capabilities provided and packages.

Why

What is the use case for the feature you are requesting? What are you trying to solve?

Defining the minimal set that makes a Big Bang deployment. This would be the thinnest possible set of features deployed to a cluster, i.e. on the smallest edge cluster.
