Create Templates for Istio-CNI

Description

Prior to the migration to operatorless Istio it was possible to enable the istio-cni. This is no longer possible in its new architecture, however, we do already have the istio-cni in the sandbox repo. Please create templates for it in umbrella so it can be used.
