3.3.0 -> 3.4.0 package-images.yaml is missing a lot of images

Description

We use package-images.yaml to help us build artifacts for air gapped deployments. In 3.4.0 we noticed that a lot of images are missing which prevents us from assembling the full package. Also noticeably missing are the images for istio-crds, prometheus-operator-crds, and gitlab. This appears to apply to as well to the 3.5.0 image list.
