Monitoring needs some additional netpols to install clean in some environments

Motivation

Monitoring does not install cleanly in environments that narrow down the controlPlaneCidr. A temporary netpol must be defined in the values templates for monitoring to fix this until bb-common can be updated by this issue.

Acceptance Criteria

• An ad-hoc netpol must be created in the monitoring package's values that enables kube-dns egress during helm hooks
