Egress gateways should not generate ingress-gateway netpol configs

Motivation

With the switch to bb-common, a network policy configuration is generated for the configured gateways. This generation does not take into account whether or not the gateway is an egress gateway. The generation should handle egress gateways accordingly.

Acceptance Criteria

• The generated netpol config for egress gateways must be sane and tailored to the use case of the gateways
