Observability Packages that Use MinIO Need to be Refactored for Passthrough

From the Observability packages, Loki and Thanos, use MinIO as a dependency chart. Both should be refactored for the upstream alias for passthrough as part of the MinIO 7.1.1-bb.9 upgrade.
