The istio-gateway network policy configuration needs to be documented

Motivation

Since the move to bb-common, istio-gateway's network policy implementation is somewhat complicated. A doc would help engineers deploying Big Bang through any of this complication.

Acceptance Criteria

• A doc is written in the Big Bang umbrella that explains how the istio gateway network policies are generated and outlines the most likely configuration changes users would make, if any
