Allow overrides of helmRelease dependencies

Description

There are instances where applications deployed using the package wrapper are dependencies of Bigbang applications (Kyverno-policies for example could have a dependency on a CRD deployed by a packaged application). Currently, there is no way of removing the dependencies of Gatekeeper/Kyverno/etc from the helm release if they are enabled. https://repo1.dso.mil/big-bang/bigbang/-/blob/master/chart/templates/package/helmrelease.yaml?ref_type=heads#L76

Allow default dependencies to be removed or modified.
