feat: Update authservice to use latest IB image and templating

Feature Request

Why

The existing authservice's configuration isn't DRY and can easily hit both the annotation and secret size limit for K8s.

Proposed Solution

We have a requirement to use the latest IB authservice image, built from the new release of upstream. This includes updates to the secret templating to allow for more consolidated JSON. There is already a MR here for review:
