update version of ubi in images.txt

Feature Request

images.txt in release 1.4.0 has "registry1.dso.mil/ironbank/redhat/ubi/ubi8:8.2" This should be updated to be 8.3

Why

To help minimize the size of the images.tar.gz This is based on the assumption that the other IB images are based on ubi 8.3

At this point we should migrate to UBI 8.4 and make sure all underlying images use UBI 8.4

Right. Don't remove the old UBI version in synker.yaml until we are sure that there are no package references.

This update was tested as part of the job run https://repo1.dso.mil/platform-one/big-bang/bigbang/-/jobs/4306890 and it shows to be picking up registry1.dso.mil/ironbank/redhat/ubi/ubi8:8.4
