Fluentbit upgrade to application version 1.7.4

FLuentbit 1.7.4 is available in IronBank, current bigbang fluentbit version is 1.7.2, and looks like after 1.7.2 they fixed some reliablility issues we are experiencing:

Update fluentbit package to upstream chart version 0.15.8
