Clarification on this issue: This is to upgrade to regular Istio 1.9.x, not Tetrate's flavor of Istio. Migration to Tetrate Istio will require a separate discussion, approval, and issue for the work.

@cdevarenne note that this commit is required to support canary upgrades.

I have updated and tested the 1.9.7 > 1.10.3 upgrade guide. Note: this guide is an interim solution until gitops supports istio upgrades. @michaelmcleroy I will need someone such as @cdevarenne with push access to cherry-pick the guide if the interim solution will be supported for 1.9.7 > 1.10.3 upgrades.
