Evaluate & Reconcile Kiali with new pipeline infra

Currently we are only hitting the URL with Cypress. Enhanced testing should at a minimum:

• Validate that the URL is up
• Validate that a graph is up?
• ???

When the testing infra is fully in place and decided these tests should be run by the new infra (helm tests / helm chart library).
