Evaluate & Reconcile ArgoCD with new pipeline infra

Currently we have basic Cypress testing. Enhanced testing should at a minimum:

Cypress:

• Login to Argo
• create a project with a basic template
• validate it can deploy (should be able to utilize UI for this)
• ???

When the testing infra is fully in place and decided these tests should be run by the new infra (helm tests / helm chart library).
