Update Istio to 1.11.2

• Update Istio operator from 1.10.4 to 1.11.2 and create a release tag
• Update Istio control plane from 1.10.4 to 1.11.2 and create a release tag
• Update Big Bang default values to use 1.11.2 releases of operator and control plane
• Validate Istio operator and Istio control plane are functioning properly by checking ingress to several apps through Ingress Gateway
• Validate authservice works for at least one application (<what are we doing with envoy filters?>)
• Validate upgrade works with canary upgrade documentation
