Spike: Dump denied network policy violations (if possible)

Determine if there is a way to determine if network policies are blocking or causing problem behavior. This spike is timeboxed. Result is updated in this issue and also creation of new issues to perform the work and added to the EPIC.

Possible course of investigation:

• install packages and if failure, disable network policies and retry.
