Update BB Codeowners based on Package Changes

When a CODEOWNERS file changes in a package it would be nice if the BB list was updated automagically.

Don't know if renovate could do this but that'd be a potential solution to look into?

Otherwise a nightly pipeline with some script that checks the packages and opens an MR for BB for any diffs.
