Prometheus metrics scraping of Vault package

Vault has support for exposing metrics to Prometheus https://www.vaultproject.io/docs/internals/telemetry

• Service and ServiceMonitor that are conditionally added if monitoring.enabled is true? Verify this using Prometheus to check targets.
• Verified you Prometheus is scraping data from monitoring endpoints on the application
• Search for Grafana Dashboard to view Vault specific metrics/items

See if we are able to template these options through BigBang for both packages or (similar to the prod setup recommendations doc) create a document to reference for once Vault is fully setup and initialized, here's how to alter the values for Monitoring.
