Update Vault NetworkPolicies

Currently vault has a minimal baseline of networkpolicies. Some of them are far more open than they need to be.

AC:

• Evaluate Vault's ingress/egress needs
• Update network policies to be "least privilege" with network connectivity only allowed where needed
