Gitlab v14.X OpenIDConnect DiscoveryFailed Error

Description

After upgrade to Gitlab version 5.3.1-bb.2 Gitlab version 14.3.1 even with custom-ca values fed in, Gitlab webservice is not trusting connection to Keycloak server with DoD signed certificate.

Also an issue with latest Gitlab 14.6.2
