Sync prerequisite setup with BigBang

Big Bang prerequisites for RKE2 in the pipeline have been updated. Sync the settings from https://repo1.dso.mil/platform-one/big-bang/customers/bigbang/-/blob/master/terraform/us-gov-west-1/prod/ci-cluster/common.hcl#L10 into the customer template to insure it operates properly.
