Execute Test suite via a service

Description:

MR !229 (closed) contains changes to the edge controller iso code that should make troubleshooting installation issues easier and faster to discover. Branch from MR 229 has been merged into an updated branch called feature/test-daemons. That branch will merge with a release branch once all tests have been verified to work properly. There are a battery of test scripts that are made into system services set to run on a cron schedule. Also includes a web ui to display results from the health checks, which is tracked in #380

This issue includes a non-exhaustive test suite, a timer to execute the service, and the actual service definition itself.
