Implement strategy to install Debian in airgap

Description:

From the discovery done in https://repo1.dso.mil/big-bang/edge/edge-controller/-/issues/18, implement an automated solution to stage artifacts needed to install Debian in an airgap. Additionally make any necessary changes to edge-controller to implement an airgapped installation of Debian on the blades.

Acceptance Criteria:

• Artifacts needed for airgap Debian installation are made available in nexus once the Edge Orchestrator Device is booted for the first time
• An EdgeOps deployment makes use of these artifacts to successfully install Debian with no internet connectivity
