[Spike] Identify all MITRE dependencies and strategize how to break them

Purpose

The code pushed from MITRE contains several external dependencies on MITRE resources, such as package servers and other cloud-hosted services. These should be removed where possible while minimizing the impact on the functionality of the code.

Goal

Identify all of the MITRE dependencies in this repository. For each, recommend how to remove the dependency in the short term, or the rationale as to why it can't be removed.
