Opnsense: proxmox commands should be using modules

The proxmox components in the OPNsense playbooks, especially the components used to guard against reconciliation, are executed using the shell module. The proxmox module is already available without installing new packages, so we should make use of it. this would simplify logic and increase consistency with reconciliations.
