Ensure Rocky full ISO installs correctly so we do not rely soley on proxied repos

Description:

Investigate and determine what downstream operating systems (debian, rocky for rke2, etc) currently rely on and use the Nexus proxied repos. This dependency will break in an airgap. Implement a solution for each. This may be as simple as using the full image to install rather than the minimal isos.
